$250 a month to refill a prescription

So I recently switched from Kaiser to a PPO and had to find a new psychiatrist. She charges $252 for a 15 minute session and won’t authorize a refill unless you meet with her. Requiring a check in appointment seems highly unethical and predatory. Is this normal for private practice psychiatry?
