Saver Rx vs Assurance Rx Cigna

Looking for information about Saver and Assurance Rx plans for someone on SSDI and Medicaid. I couldn’t understand the rep on the phone due to their accent. Have to choose by December 7. Client isn’t on any prescriptions now. I thought someone on SSDI and Medicaid didn’t have to pay for Rx. According to Cigna $590 deductible for either plan for tiers 3,4 and 5 meds. He’s never paid for meds before.
