Human Donated Tissue Waste Question

I work at a hospital in Texas, and we have a Spine surgeon who’s rep brings in human tissue matrixes, but then ends up wasting 90% of it at the end of the case. There are smaller sizes of this brand of tissue matrixes, and this rep knows that the extra will be wasted. We are then charging the patients 3X the cost of the tissue, which means that we are overcharging them what we should be. Is this legal? Our hospital admin doesn’t seem to care as this surgeon brings in a lot of money. Is there anywhere I can anonymously report this guy?
