Income too high for Medicaid (GA) and too low for premium tax credit

We are trying to apply for health insurance as a household of 5, 3 kids and 2 adults, in Georgia. There is one working parent (no insurance through employer) making around $18,000 and the other is disabled and cannot work any longer. The disabled parent is attempting to qualify for disability, but that process will take a long time.

We applied for Medicaid and kids got peachcare but the adults were denied as their income was too high (I believe needs to be $700 a month for the household…).

We applied through the marketplace and theirincome is too low for a tax credit, so they only have full price plans available. I know Georgia has a new program Pathways, but it is strict and only available to working adults. The disabled parent who needs medical care and cannot work has no options but the marketplace plans they cannot afford. I’ve been researching solutions but cannot find much. If there is anything you would recommend or helpful info/ tips, I’d greatly appreciate it
