Referral keeps going to wrong places

My PCP recommended an MRI, and I gave her the address of specific location that had the lowest possible cost around my area. It took me about 10 days to get the referral letter but it was sent to a different location that is 160 dollar more expensive after insurance. I called the referral coordinator, and I just got a "fixed" referral , but now it's even farther and 200 dollar more expensive. What the fuck? Icalled the coordinator again and she told me that "it takes time to get it corrected because a pre-certification often sends to wrong place." Does it make any sense to you guys? IT's from Novant by the way.
