How do I get a referral in US?

I don't go to the doctors much, I don't even have a primary. I want to go to an allergist and asthma specialist because I have been having some breathing issues acting up. I was supposed to get an allergy test a few years ago, but I didn't because of the pandemic and my issue cleared up. Any way there is a specific office I want to go to that has been recommended to me, but my new insurance requires a referral. So what is the fastest way to get one? Do I really have to go find a primary to get one or can I just go to a clinic or something? What if they are being difficult about the referral or want to send me some where I don't want to go? What should I say?
