Emergency C-section thoughts

I've been curious since I found out my sister was told the same thing by her OB during labor for her first baby to incite and emergency c section that I was told by mine on my first delivery for the same procedure. We were told that we aren't dilating past 4cm. I had been induced and eventually had my sac popped by the nurse before the doctor made this claim. She went into labor naturally and didn't need her bag popped. We were both on Medicaid and knowing that each procedure has a price for insurance and patients, I had been curious if it's probable that we both had the same legitimate cause for emergency c section or if it's more probable that the doctors manipulated things to get more from Medicaid.
