Emergency Room Billing

Hi, I had an emergency room visit relatively recently. I got three bills for the visit. My insurance only negotiated two out of the three of them, it happens to be the most expensive one that they did not negotiate. Is this normal? Or should I call and ask why. Thanks for the help.
