Does my new pcp really need permission from my old pcp even though they are accepting new patients?

As the title says, i am feeling a little frustrated. The way they explained to me is that it’s a simple yes or no to get me transferred and it takes at least 72 hours to get this answer. So, now i am waiting for the new office to call me back for an appointment after they receive a yes. What is this procedure? Are they trying to transfer my medical records or simply asking my last doctor to “release” me? Should i wait or try another office?
