Much of the inequity of health access in America is due to the inequality of how we get health insurance. Some are based on employment, some on age, income, disability, military service or even race. What they aren’t based on is science. How about creating an evidence-based benefit system?
Access to care should be evidence based. Ideally, it should prioritize services that are life saving, life sustaining and/or preventive. But how can we achieve such a process?
EMBRACE (Expanding Medical and Behavioral Resources with Access to Care for Everyone) proposes a science-based tiered benefits (insurance) system that would offer universal access to basic healthcare services with no out-of-pocket costs. Like "traditional Medicare" that offers a mechanism to supplement the basic coverage of Medicare through the Medigap program, EMBRACE would also offer supplemental coverage through commercial insurance providers. But unlike Medicare/Medigap, EMBRACE's determination about what is covered at no cost and what is available through commercial insurance would be evidence-based- on need.
