[QUESTION - INSURANCE] Signing up for Obamacare on unemployment

Hello, I just read this article: https://www.marketplace.org/2021/06/30/for-anyone-who-was-on-unemployment-obamacare-could-be-free-the-rest-of-2021/

And it says healthcare will be free for anyone who collected unemployment. I'm trying to sign up but it's asking me for documents of Medicare letters/cards but I don't have Medicare. How would I go about getting free healthcare
