[Question - Insurance] Can my wife use my HSA?

Next year my wife and I will be on separate plans. She will be on a PPO eligible for FSA while the kids and I will be on an HDHP HSA eligible plan. She will not contribute to her FSA. I want to fully contribute to the family HSA. Can my wife then use the funds in the HSA? What about if it's a previously owned HSA?
