[Question-insurance] what can my 57 year-old father do?

My father recently was accepted for SSDI, and Is 100% disabled. However, Medicare Does not kick in until two years after your acceptance to SSDI. Living in Massachusetts and having a monthly income of ~$2400 disqualified him for mass health. Is the marketplace the only option?
