[Question - Insurance] ISO: HSA funded by Federal Tax Credit

Now that Open Enrollment has begun, I'd like to see if I can actually put one of these "health care plans" (and my money) to good use--I'd like the government to fund my HSA and then I go get massages with it.

I get around a $380 tax credit each month for health care--is there a way to apply that to an HSA-eligible account? I'll work out the rest--I just want to know if that's possible and how to do it.
