cardiologist referral

I went into my primary doctor's office recently thinking of getting referred to a cardiologist. I have heart failure and was diagnosed with an aneurysm so I wanted to check the progression of it. Last I checked was over 5 years ago. However, instead of a giving me a referral my primary doctor just ordered an echo directly for me. Is this how it is done these days? Just curious.
