Can I streamline rehab with money?

My mom had a severe stroke in September 2023 and has been at home for far too long. She was supposed to go to rehab in March but it keeps getting pushed for dumb little reasons. She still has her trach in which many doctors have said she doesn’t need it. But they’re waiting for little check points before they take her. She’s is starting to plateau and still isn’t able to talk or move significantly. She was making some progress and could even communicate some but recently stopped altogether. (I suspect depression) She absolutely should have been in rehab by now but I believe they don’t care as much because she doesn’t have good insurance or anything. She’s only 45 and I don’t think her life should end here. I’m horribly devastated and can tell that not enough is being done. MAIN QUESTION: do you think if I raise enough money, I could send her to rehab despite her not reaching the milestones doctors are waiting for? (Note these milestones keep getting added on right before she is set to go to rehab)
