How to report an office for fraud and scams? (NC)

I was scammed into paying 270 to register my ESA, in cash, no receipt. I’m not sure where to go now, it was a mental health place, who do I report this to? How do I report them? I’m located in NC. Like I need a guide on how- like a link? And then tell me what to fill out on that link? I’m really lost.
