Short term health insurance for older relative that doesn't work?

Hello! I've only ever had health insurance from my parents or a job so I don't know the answer to this. I have an older relative who is a US citizen but lives in the Philippines full-time. They're visiting California for a month and we'd like to get health insurance for them, is that possible? They've never worked in the US too. I'm assuming some sort of travel insurance is what we should get them? Thanks!
