Health Insurance - are they scamming me?

Hello I have BPD and the only treatment is DBT. however my insurance is Optum and they can’t find anybody DBT in network with them that can be my therapist. And the current person that I see won’t do a one time agreement because it’s an organization so basically Optum told me that they do like I would have to pay for it which is $300 a session and $100 for a group therapy and then they would reimburse me at the ‘nations coverage rate’. They said this is like the amount that average therapy is in the country but they they also said they don’t know what that amount is and I won’t know until I get have the session which doesn’t make any sense. But I think that if they can’t find anybody and it’s medically necessary, they have to cover it fully besides your copayment, right? Idk any thoughts 💀 because if it’s their responsibility then I’ll file with department of managed healthcare. Because they also spent time on the phone telling me that because I have an HMO plan it’s harder and that I have to find a provider and it’s on me and it’s not on them and like a lot of bullshit that’s not not true.
