Taxed on copay?

My husband has been going to this very shady doctor’s office for a few weeks now for some health concerns, and besides the staff being very rude and disorganized, they’ve been taxing him on his copay. It’s $15 but they pull out a calculator and tell him he owes $15.45. This feels illegal but maybe I’m projecting based on my overall distrust of this office.
