Do I have to see a doc to get refills?

I saw a GI specialist about a year ago and got some prescription meds. The meds worked fine, and I wanted to get refills but they are saying I have to see the doc again to get the refills. The meds cost less than $10 but the doc visit will be over $100 (telehealth) for 10 mins to just say how are you doing. They also said I can ask my PCP to see if they are willing to refills the prescription. Well, I dont have a PCP (never had one for over 20 years lol). Is there a way for me to just get the refills without the hassle of seeing a doc?
