Why are doctors in the US allowed to NOT accept Medicare?

How are doctors allowed to discriminate against people on Medicare? We paid into the system our whole lives, and have a right to healthcare in retirement. Doctors take an oath to do no harm, and the government should revoke their licenses if they refuse to treat everyone.
