Advice: Father needs full-time medical care. Parents don’t qualify for in-patient facility

Hey everyone, I need some health Care advice here as my father’s medical situation has really put my mother in a problematic situation.

My father was in a car accident in 2009 and suffered a traumatic brain injury. Other than the tbi, he has been generally healthy the last 15ish years. His condition has him wheelchair bound and unable to communicate, but generally can move around, make coffee, grab snacks, etc. he is borderline self sufficient and my mother has been able to work full time. They also benefit from his disability.

Two months ago he suffered a stroke. He went through in-patient rehab for 3 weeks. He still is unable to use his right arm and has lost significant strength in his right leg. This requires someone at the house with him at all times. My mother has not left.

Emotionally, my mother is drained. She fears that her job will eventually stop being so understanding (which they have been incredible so far). She has not left the house or had social interaction almost at all.

We looked into in-patient facilities, but essentially don’t qualify for anything. What are my options?

TLDR; father had a stroke and requires full time medical attention, but my family doesn’t qualify for any. What are my next steps?
