Records Release Fee

I am in New York. Dr. A no longer accepts my insurance. At my appointment with the new doctor, Dr. B, I was asked to have my medical records sent from Dr. A to Dr. B. I filled out the release form for the records to be faxed to Dr. B.Dr. A has not yet sent the records. After receiving the completed release form, they sent me an invoice. They are charging $25 for an "initial record release", never heard of that and have asked them to explain. They are charging $.75 per page, it is 34 pages.
Is it legal to charge a fee for records?
