Albuterol inhalers

I'm frustrated beyond tears typing this post. I need help. This year my company switched insurance providers. My doctor took my appointment without telling me that they dont accept my new insurance provider and sent me a 400$ bill (at my appointment my doctor asked if I wanted to stop smoking, i said no, and she added a $50 "smoking cessation" fee). I've always had issues getting albuterol inhalers, my entire life. My new insurance switched me to their perferred brand and it's completely ineffective. They gave me 7 of these inhalers (when i usually have to fight to get 2) and they do not work, it's extremely poor quality compared to my last prescription. I can't breathe. I'm having suicidal thoughts over this. I don't know how to proceed, I've been scammed. I'm also type 1 diabetic and have to go through similar issues to get what I need for that as well. Looking for advice
