The book first explains why the current system cannot be “fixed.” Then it describes an innovative approach to transform it to an evidence-based system, offering universal coverage and universal access, that is insulated from political and financial pressures.
The proposal relies on three innovations: an independent National Medical Board (based on the Federal Reserve Board of Governors) that will oversee the entire health care system (public and private), a Health Information Platform (HIP) that will unify all medical data under one server (overseen by the National Medical Board) and an evidence based Tiered Benefits (insurance) System that is based on traditional Medicare/Medigap. There are many benefits for this system including benefits for patients, clinicians, public health, the economy, businesses, government and even private insurance firms. Finally, there is an easy ask from Congress- create a National Medical Board the way Congress created the Federal Reserve in 1913 (no need for complicated legislation like the ACA and other reform proposals).
