Can you get state health insurance in two states?

I have a friend that is living in Oregon but transfering to a school in WA state. He has Oregon state health insurance in OR now but wants to have wanting health insurance while he is transitioning states before he transfers schools. Is this possible? Anyone have suggestions? Thanks in advance
