As a person of means you can rent a boarding room for your non-working pregnant girlfriend. She can collect WIC, food stamps and get 10s of thousands of dollars in medical care before and after birth. The only requirement is she collect and respond to her mail.
But a couple living in a $600 month apartment who brings in 40K a year without health insurance does not qualify for even basic assistance.
