Facility Fee Disclosure

I recently visited an urgent care clinic, and on top of the usual copay they're charging a facility fee. When I mentioned to the billing representative that this was not disclosed at the clinic, they said that there was a sign on the outside of the main hospital building, but nothing at the urgent care desk or mentioned by the receptionist. Is there any grounds to dispute the fee? If it had been mentioned/displayed when I checked in I would have simply gone to the urgent care next door that is privately owned instead.
