Abortion Question About D & E

I had a question about late term abortion given the state of the US at the moment. I know late term abortions are typically performed by D & E. But it doesn't seem to me like the fetus/baby would survive that procedure. Is a late term viable fetus killed in this procedure? Is D & E only performed after a miscarriage when the fetus is not viable? If an abortion is to be performed, and the fetus is still viable, is another procedure preferred?
