Out of network facility cheaper than in network?

Getting an endoscopy done tomorrow and my doctors office says they ran the insurance and the facility charges have totaled to $47. My insurance care coordinator has called me today to tell me that the facility is out of network, and they do not recommend that I go there because they will not negotiate the cost of the procedure and coverage is less for out of network procedures. I called the doctors office back, and they said “do not worry, we have the facility’s quote in writing and it says $47 even though they are out of network. They have to stick to this cost. They cannot bill more.” They will not reschedule to an in network facility because they say everything is fine, this is the lowest cost you will get. What is going on here? Can I trust the doctors office on this?
