Qualifying life experience? Landed in the US 100 days ago for vacation, decided to stay permanently last week.

This is for my brother. He has ADHD and tends to do very impulsive, dangerous activities… like riding a bike for the first time in years, with no helmet, in LA traffic. So I want to help him get covered ASAP.

He is a US citizen who had been living abroad until about 100 days ago, when he flew over for vacation. He is 20, unemployed, and has no plans to attend college yet. Since he only decided to stay permanently a week ago, is this an acceptable qualifying life experience to get him covered by December instead of next year? Despite the fact that he technically landed 100 days ago, which is well outside the 60-day QLE window?

And what is the best way for me to locate insurance for him? It seems that checking out the marketplace is the way to go, but I’ve never used it before so I don’t know the basics.
