[Question - Other] Mom was duped into getting an unnecessary surgery that has caused a severe infection. Any recourse?

For the longest time my mom has had a huge growth behind her ear, it's like a hard lump or tumor growing from within the little dip behind the earlobe, near where the jaw starts. Within the last few years, it's started affecting her hearing in that ear, and it's become even larger, so large that it's pushed her ear foward and is very visible.

My mom's first language is not english, so when she expressed to the doctor that this was an issue, she expressed it by saying it looks awful (which it does), since it doesn't hurt. She was reffered to a dermatologist, since the PCP wanted to make sure it wasn't a skin issue or with the ear itself at the time.

Here's where the problem arises. After being examined by the dermatologist.  My mom was told that although it has a chance at being an inner ear issue, that if she got a surgery (unsure of what it was, as they apparently never gave her any paperwork or anything) that it would fix the issue completely, and that only then would they recommend her to a ear specialist.

Fast forward a little, she got the surgery, thinking that it would fix the issue (surprise surprise, it didn't). And they finally referred her to an ear specialist. The specialist is completely appalled, he told us the surgery "grossly unnecessary" and that she now has a severe inner ear infection, either caused by the surgery or made much worse by it. The lump is still there and still huge, she just has stitches over it now, and now it looks even worse than before. The specialist says the first and only course of action should've been to have a biopsy done, and that whatever they did back there that it's only make an already bad problem worse.

English isn't our first language and this was already devastating to find out. And I'm suspecting the dermatologist did the obscenely expensive surgery just to get a payout from our insurance.

Is there anything we can do? Obviously she's already seeing someone who can help her out with the ear issue, but is there anything we can do to make sure this dermatologist doesn't get to take advantage of others like this? My mom is livid, and so am I, as, if this problem is as bad as it can be, they could've possibly cost her her life. Thanks for any help.

TLDR; Dermatologist told mom (whos first language isn't english) that an inner ear issue was something that could be fixed by a skin surgery. Got the surgery done only to be told by a different doctor that it was unecessary and has made the problem worse. First step should've been a biopsy. Anything we can do to make sure this doesn't happen to anyone else?
