[question - other] i received a Health Care rewards card in mail for Food, How to use!?!

Does anyone else get that health care rewards card in the mail that lets you buy food at walmart? But each time i swipe, it declines (even when balance is 30$) does anyone know how to use it at the cashier? (My health care is 'washington coordinated care').
