According to the textbook (Law, Liability, and Ethics for Medical Office Professionals By Myrtle R. Flight, Wendy Mia Pardew)
“HMOs are regulated under The HMO Act of 1973 (42 United States Code Section 300c-300e-17 [1976 and Supp. III 1979]). Under this act, member physicians must agree to give at least one-third of their time to HMO subscribers.”
The textbook does not elaborate on what this means and I have tried looking up section myself without much success.
