[Other] Who is in charge of selling/acquiring medical data?

I have a specific niche I'm exploring regarding medical imaging data and de-identification.

Not sure who I should speak to to understand if there's a need for this both from people who want to sell this type of data (Hospitals, HMOs) and acquire (pharma, research companies, startups)
