[question - insurance]. Is there a welfare type insurance that covers Americans internationally?

We live internationally and run a children’s home, we make very little money. I am a resident of Washington state. I had a baby girl and she was just diagnosed with Cystic Fibrosis in Thailand. We live in Thailand and I’m wondering if there is any low/no cost insurance offered by the govt for ex patriots. We can handle most costs but Cystic Fibrosis is said to cost $30-$50,000 a year and we do not have that kind of money. Is there anything the Govt offers that could help us?
