Shine reduction

TLDR: What do you use for shine reduction that fits in your purse or pocket?

I'm a minimalist when it comes to makeup, but I need to put something on my forehead to keep it from becoming an oil slick. I don't wear foundation, just a moisturizer with mineral sunscreen (Yes To Carrots) during the day. I'm white and I'm not actively trying to look more pale or tan. I've tried blotter papers, but it feels like I go through an entire pack trying to mattify my forehead and nose, and then the shine is back in an hour. Currently, I use Neutrogena Shine Control Powder, but I hate how wasteful the packaging is. I'm going to try a DIY cornstarch-based recipe for home use, but I'm still looking for a pressed powder that fits in a reusable compact for my purse. Does anyone have a favorite brand for such a thing? I've tried Honeybee Gardens (love their mascara!) but the powder was heavier coverage than I am looking for and the compact shape and design drove me crazy. All of my Google searches turn up major cosmetic brands that are trying to set existing makeup or function as a foundation, but they're EXPENSIVE for something I'm still experimenting with and they sound like heavy-coverage products. I just want something light and cruelty-free to keep me from looking like a greasy mess.
