Who do I contact to report substandard care provided by American naval doctor ? [question-other]

I’d like to report a naval doctor who gave my father substandard care. For months this jerk off told my father he had bronchitis. My father asked for an X-ray but was rebuffed and called a hypochondriac. While said doctor was on vacation, my father was treated by another doctor at the hospital. The substitute doc authorized an X-ray for my father and it turned out he had stage 3 mesothelioma. I am furious. Who do I report that idiot to?
