Dying surrogate mom?

My surrogate mom (as in mother figure, not literally) had a stroke about 20 years ago. It totally changed her personality and lifestyle. She lost so much short-term memory and had difficulty saying words. She was gruff and bossy and became demanding, needy, and sometimes mean. She became increasingly immobile as each fall made her stay confined to her chair more, which made her weaker, more clumsy, and more overweight, leading to another Fall...

She always refused to do physical therapy, had some flimsy excuse. Was too afraid of falling. Refused to diet. Became obese, incredibly picky eater, eating chocolate bars for lunch. Bought expensive gadgets for mobility that sat unused in her living room. Ignored all her drs advice to exercise, lose weight, walk more. Each fall drove her further into her chair, further dependent on her husband, more terrified of leaving the house.

Now she has fallen again, it took calls to 911 and am ambulance to get her off the floor, she refused to go to hospital but her dr insisted. She keeps insisting she go home but there’s no way, she’s bedridden and in a bedpan. Hip broken. The social worker suggested living at a rehab clinic but she said no.

What are her options? How does the system handle patients who refuse to acknowledge the problem or get treatment?
