In Healthcare.gov for Virginia ... what happens if you estimate your income for 2018 around 15 K and later end up actually with No income ? Do they get the tax credit back ???

Hello , I live in Virginia , And Virginia would Not pay any Tax Credit on market place plans or even Medicaid if you have No income or are below poverty level. My question is , when it asks for Your Estimate of income for 2018 ... what if you estimate it around 15 K to receive the Tax Credit for plans ( well it's your best estimate for now ) , but actually you end up later Not having an income in 2018 , then will they try to get the tax credit back from you that otherwise would Not have given to you if you had a 0 income ? Because basically if you have no income you wont be required to file a tax return , but will they try to retrieve back the tax credit from you another way ? Or since no tax return would be required to file for the year that you have no income , therefore , the Tax Credit given to you towards premium of plans would be yours to keep since it cannot be adjusted because you wont file a return anyways ... does anybody know the law ??

Also what if you actually file a tax return but still be below poverty level ... will they try still to get the tax credit back from you that you else would Not have been qualified for since your income was below poverty level and they don't give tax credit for plans in Virginia for people below poverty line !!! ? What in this case ?
