PCP won't do basic bloodwork

My SO has a TBI with a plethora of debilitating symptoms including light sensitivity, chronic fatigue, digestive issues, constant migraines and more. It's been 2 years, and they did some blood work the week after the accident and not since, despite dozens of various medical appointments treating (more like attempting to) symptoms, and a number of PCP visits.

We went in to see a new PCP (I went in also) and I specifically asked if they thought a metabolic or lipid panel or any other blood work would be useful, and the PCP basically flat out said no, she didn't want to do any (we mentioned easy bruising as another of many symptoms so she did order a blood count after saying no). Is this insane? I feel like it's insane. Is there some insurance loophole or secret code word we need to know about to get basic blood work done? Should we try to find ANOTHER different PCP or is this a problem we should expect to encounter with all providers? (Insurance is medicaid)

TLDR Is it normal for a doctor to not want to do blood work after a 2+ year interval? Is there a trick to getting it done with Medicaid?
