FSA account

I’m not positive where to post this so please forgive me if this is the wrong place. My family & I have always maintained a flexible spending account with whatever insurance we’ve had. We’ve never had a single problem, until we started a new insurance this past October (2021). We haven’t even touched our cards. Yet we just found out that ALL the money we put in is gone. This insurance company decided without our authorization or even notification, to pay random medical expenses. We just checked our account in their app and it even says, the cards have been used zero times. The IC has been sending out checks! Does anyone know if this is legal, or if some healthcare insurance’s just do this? We really need this money for our family. Please help 🙏
