Is our FDA useless since it allowed the Perdue Pharma disaster to occur?

Because Opioids were prescribed so much in the USA due to lobbying, corruption, cronyism, etc., does this imply that our FDA is awful?

Also, was opioids as loosely regulated in the EU, Canada, or India as it was in the USA?

Finally, can the FDA be sued because of it's lack of oversight to prescription opioids?
