[Question - Other] what is the difference between Operational Beds and Bed Capacity ?

Hi, I was reading this annual report for a healthcare company that operates and owns hospitals and clinics, noticed they have bed capacity and operational beds for every hospital, what is the difference? Why would a hospital have bed capacity but not “operated”?
