Out-patient Surgery Centers are Shady-[DISCUSSION]

I had a procedure done two months ago. I was told I had to pay $662.35 up front for my portion of the services not covered by insurance. Two months later they reimbursed my checking account $590.65. So I actually only owed a total of $71.70. If I were young and under or unemployed, that would have been a huge burden. It just feels really deceptive and opportunistic to me. Are all surgery centers underhanded? This is the second shady experience I had with an out patient surgery center. This is in the US.
