[Other] Not sure which type of premium to apply for between HMO and PPO

I am at a loss. Im a 25 year old independent adult. Im healthy as in I dont know of any preexisting conditions and never seen a doctor/been hospitalized besides my yearly exams.

Prior to my father's passing I was on his plan, which was a pretty amazing PPO through blue cross. BUT it was about 8-10 K for me to COBRA it and I dont know if I need that much care.

I have tried googling to understand the various differences between hmo and ppo. Sounds like a PPO is more for someone who is pretty medically dependent, requires lots of specialists, and needs to be able to jump around outside of the network?

Also how do I figure out which HMO is best for me? Is it annual/monthly premium vs deductible for the most part or is there more to it?

ARE ALL HEALTHCARE.GOV PLANS ACA APPROVED?

ALSO when we look at bronze/silver/platinum plans where the deductible goes higher and the out of pocket goes higher as you go for cheaper plans, the ACA approved plans still cap the out of pocket maximum around 8 K right? So technically bronze, or platinum I should never be paying more than the premium, deductible, and out of pocket maximum yearly (prob something like 15-20K max)?

For what its worth my father left me with like 6-7 mm and Im just trying to get covered in emergencies such as accidents, cancer, strokes, etc. Right now I am not medically dependent on any providers.
