[Question - Insurance] If you know the exact day when a family member will be losing their current insurance, when should you apply for them to join your marketplace insurance plan?

To clarify: my sister is on a Medicaid-type plan meant for kids in my state. She will no longer be covered by this plan starting in September due to age. My parents and I use an insurance plan from the marketplace in my area.

When exactly should I try to get my sister to join our plan? Right now? Closer to September 1st? Only after September 1st?
