Should each state be involved in healthcare? Should each state be able to have its own rules? Should it be like in Obama Care, with each state creating exchanges, and with some of the recent proposals, in which states could request exemptions from certain rules? Or should it be like Medicare or veterans coverage where states have no involvement?
