Why do I not qualify for the healthcare tax credit this year?

I am a 32F who will make less than $10K this year in the state of Florida. I filled out my eligibility application, and it came back that I don't make enough to qualify for the tax credit (I did last year making 20K/yr in WA). However, I also do not qualify for Medicaid due FL "not expanding benefits." I have no idea what to think. Does this seriously mean my healthcare cost will double per month next year because I make half as much? WTF am I missing here? Any help understanding would be appreciated!
